As part of our 30 Issues in 30 Days coverage, we turn the spotlight on public utilities. It was nearly a year ago that a surprise Halloween snowstorm knocked out power to thousands of Bay State residents — some of whom stayed in the dark for almost two full weeks. WGBH's Anne Mostue has been reporting on utilities and explains that not all towns are equal when it comes to how they get their power.
